If you having heard of the game here is the website.
The game is basically 2d remake of TF2, 8-bit style.
There is a clan section in their forums and tournaments as well.

I would assume so, the game hasn't been taken down/ removed. I don't think the game is new.

I've never played it. But it would be cool to if we went that way, I would be able to try out the game.
