Qualified is not necessarily a ton of kills or not dying or what ever else constitutes qualifications for other things
Qualified is being able to properly carry out a spec-ops mission whatever that may be

Spec-ops is not usually the one after the intel but more often assists the other squads in major ways such as taking strategic positions and eliminating targets which allow the other squads access to get the intel
However if the intel is wide open someone might as well capture it instead of letting it sit there

A Spec-ops will "observe" others for possible admits
Spawn killing is not a skill neither is camping (usually)

Yup, I wouldn't say it is the third highest rank, but really I don't know where it would fall so I guess that is appropriate. Other than that it's pretty good. I only put the applies you as a Soviet Russia joke but it's probably good to have good grammar. Editing parts out really doesn't matter because if they were really interested they would read the next post.
