I propose new chats like:
Squad chat: to talk with the squad mates only.
Direct chat: a "normal" chat, but only two can see.
Clan chat: this will be a little more complicated, it would need something like a clan where the person would have to be invited to join.

As a server admin, I can tell you that this would make players confused--the Team Chat/Global Chat is complicated enough already.

It's easier to keep it the way it is. If two players really want to communicate they can use Skype/Mumble/TeamSpeak.

For the Direct chat, you can use /pm, for Squad chat, there's really nothing private you need to hide, it's a squad, use team chat. For Clan chat, yeah, use some 3rd party communication software.
