Odd colour and gameplay issue

I am having a bizzare problem with graphics, primarily colour when I try to play the game.
The text on the loading screen is yellow with a black background and the loading bar starts from the centre of the "bar" and works its way across. when it does load the screen is in varying shades of blue, when in actually gameplay the screen remains blue and all the animations are locked in odd positions.
Help would be greatly appreciated.

Conditions
-was using google chrome but problem seems to extend to firefox
-running in widowed mode
-After first encountering the problem I reinstalled but to no avail

I have never heard of this. You aren't using compatibility mode with 16bit colors are you? It might just be that your graphics card is getting worn out, or is a very low-quality card.

running the game full screen and and tweaking the colour settings seems to have stopped the problem, so it looks like my old monitor is getting useful after all.
