How do I get a picture onto my avatar/signature?

I've been trying to get a picture onto my avatar and signature, but I dont know how to get my avatar to 120x120 pixels. Or how to make my signature pic too 500x120 pixels ;(

And How do I even put a picture on my signature? xD
