Download Link doesn't work for me

So, I'm quite new here, and when I click on the download link, it says "do you want to save or run or blah blah blah this file", and when i click save, or save as, it just says "filefilefile070 could not be downloaded." and when I try the retry button, the same thing happens. help?

For whoever this may concern or whatever: Windows 7, 64bit, browser is IE9, laptop
